International Baccalaureate (IB) Programme

What is the IB Programme?

The International Baccalaureate Diploma Programme (IBDP) is a two-year educational Programme primarily aimed at 15 to 18 year olds. The Programme provides an internationally accepted qualification for entry into higher education and is recognized by colleges and universities worldwide.

In the OCDSB, students engage in the OCDSB’s pre-IBDP during grades 9 and 10 to prepare them for the challenge of the two year Programme in grades 11 and 12. Upon successful completion, a student is expected to attain both the IB Diploma and the Ontario Secondary School Diploma.

Please visit for more general information on the Programme.

Where is the IB Programme offered?

The IB Programme has been offered at a single site, Colonel By Secondary School, since 1997, located in the east end of Ottawa.  Colonel By Secondary School has a robust Programme that produces some of the highest numbers of IB Diploma graduates, typically in the top 5% of North America.

Second IB Programme location “NEW” in September 2019/2020

In June 2016, an outcome of the OCDSB Secondary School Program Review included the recommendation for a school in the western area of the District to pursue authorization as an IB Diploma School to improve equity and access for IB student applicants across the region.

The OCDSB selected Merivale High School as the site to pursue authorization to offer the IB Diploma Programme following the Western Area Review (1 March, 2017). Currently, Merivale High School is a candidate school with the International Baccalaureate Organization (IBO) and is applying to offer the Diploma.

Approved Board Motion:

MHS - F THAT a new International Baccalaureate (IB) program be introduced at Merivale High School and that the program be phased in to the school beginning with grade 9 students upon the approval of program certification.

On June 25, 2018, an IB Programme boundary area was approved by Board (after considering three possible boundary areas) with Colonel By Secondary School offering the IB Programme in the east part of the District and Merivale High School in the west end of the jurisdiction. Approved IB Boundary Map

Following final certification by the IBO, the Merivale High School IB Programme commenced in September 2019 and will be phased in starting at grade 9 only and adding one grade per year, until full implementation in September 2022.

Following an extensive consultation, Board has approved that Merivale High School will transition to a non-semester program delivery system, one that is similar to that offered at Colonel By Secondary School.

Approved Board Motion:

1.      Approval of International Baccalaureate Program Implementation Plan at Merivale High School

A.       THAT Merivale High School adopt a non-semestered program delivery model starting in September 2019 with the incoming grade 9 cohort coincident with the start of the IB Program,

B.      THAT a phased in approach of non-semestering continues with grade 10 becoming non-semestered in 2020-2021 and grades 11 and 12 becoming non-semestered in 2021-2022,

C.      THAT the attendance boundary for the IB Program as reflected in Appendix A of Report 18-064 be approved, as amended, and,

D.      THAT students living in the new Merivale High School IB program boundary area who are eligible to enroll in the program and have elder siblings attending the Colonel By Secondary School program be provided an option to also attend Colonel By Secondary School.

Students already attending the IB Programme at Colonel By Secondary School will complete the Programme at that school.

Current Merivale High School bell times will remain unchanged.
