The following is a summary of the final decisions made by the Board at its meeting of 1 March 2017. You can read the detailed list of changes on our website. These changes will come into effect September 2017:

  • Leslie Park Public School will close and its students will attend Briargreen Public School (JK- grade 6);
  • Grant Alternative School will close and its students will attend Regina Street Public School (JK-grade 6) for the Alternative Program;
  • Sir Robert Borden High School will become a grade 7–12 school;
  • Greenbank Middle School will close and students will attend Sir Robert Borden High School for grades 7-12;
  • Knoxdale Public School will continue to be a JK to Grade 6 Early French Immersion and Middle French Immersion program school;
  • Manordale Public School will continue to be a JK to Grade 6 English with Core French and Early French Immersion program school;
  • Churchill Alternative School will continue to be a JK to Grade 6 Alternative with Core French school;
  • Middle French Immersion program attendance boundaries in the area bounded by Baseline Road, Woodroffe Avenue, Highway 417, and both sides of Morrison Drive will be revised to redirect that area to D. Roy Kennedy Public School; and
  • the Leslie Park Public School Autism Spectrum Disorder (ASD) classes will be relocated to Woodroffe Avenue Public School, and the Greenbank Middle School Gifted Early French Immersion class will be relocated to Bell High School.

A Summary of What We Heard Through Consultation

 

  • Opposition to the closure of Leslie Park PS. Feedback included questions about the accuracy of the enrollment projections based on future residential development in the area and offered the alternative solution of adding a MFI program to bolster enrollment;
  • Concerns about the relocation of the Autism Spectrum Disorder (ASD) system classes at Leslie Park PS to Briargreen PS (the suitability of the open instructional spaces);
  • Opposition to the closure of Grant AS and its potential relocation to Churchill AS. A number of those concerns were tied to how well the alternative program at Grant AS had been promoted over the years.
  • Concerns about the implementation readiness and management of adding Greenbank MS’s grade 7 and 8 students to the grade 9-12 environment at Sir Robert Borden High School.

 

 

This feedback led us to consider other options which are detailed in the full report.

Sir Robert Borden High School Family of Schools — Staff Final Recommendations

 

  • Sir Robert Borden High School would become a grade 7 to 12 school effective September 2017.
  • Greenbank Middle School would be closed and its grade 7 and 8 English program with Core French, Early French Immersion, and Middle French Immersion programs would be redirected to Sir Robert Borden High School effective September 2017.
  • The portion of Greenbank Middle School’s Middle French Immersion program attendance boundary (grades 7 and 8) bounded by Baseline Road, Woodroffe Avenue, Highway 417, and both sides of Morrison Drive would be redirected to D. Roy Kennedy Public School for September 2017; and that Middle French Immersion program students residing in this boundary area would be permitted to continue at designated schools; and this provision be extended to the siblings of these students born in 2017 or earlier.
  • The Greenbank Middle School grades 7 and 8 Gifted Early French Immersion program class would be relocated to Bell High School effective September 2017.
  • Leslie Park Public School would be closed and its JK to grade 6 English Program with Core French would be redirected to Briargreen Public School effective September 2017.
  • The two Leslie Park Public School Autism Spectrum Disorder (ASD) program classes would be relocated to Woodroffe Avenue Public School effective September 2017.
  • Grant Alternative School be closed and its JK to grade 6 Alternative program be redirected to Churchill Alternative School effective September 2017.
  • The portion of Knoxdale Public School’s Middle French Immersion program attendance boundary (grades 4 to 6) bounded by Baseline Road, Woodroffe Avenue, Highway 417, and both sides of Morrison Drive would be redirected to D. Roy Kennedy Public School for September 2017; and MFI program students residing in this boundary area would be permitted to continue at designated schools; and this provision be extended to the siblings of these students born in 2017 or earlier.

This Family of Schools includes Sir Robert Borden High School, Greenbank Middle School, Briargreen Public School, Knoxdale Public School, Leslie Park Public School and Manordale Public School. For the purpose of discussion, Grant Alternative School and Churchill Alternative School have been included in this family of schools.

Utilization rates for schools in this area vary widely; elementary schools go from 38% (Grant AS) and 43% (Leslie Park PS) to utilization of 155% (Knoxdale PS). Two other schools, Briargreen PS and Greenbank MS are below optimal use; 65% and 69% respectively. This imbalance of space utilization is not aligned to the potential capacity of the schools and the programs that are currently located in the area schools are not situated in the optimum location for program capacity.

Within the current elementary feeding patterns for the Sir Robert Borden family of schools, there is a need to realign an inconsistent geographic anomaly for students in the MFI program. The areas located north of Baseline road and south of Highway 417 are part of the Woodroffe HS attendance boundary. All EFI and ENG students residing in this area are directed to elementary schools which feed to Woodroffe HS. However, students who choose MFI are directed to Knoxdale PS for grades 4–6 and to Greenbank MS for grades 7–8.

Proposed Plan for Change

  1. Sir Robert Borden High School would become a grade 7-12 school;
  2. Greenbank Middle School would close;
  3. Greenbank Middles School’s grade 7 and 8 students would attend Sir Robert Borden High School;
  4. Leslie Park Public School would close and its students would be relocated to Briargreen Public School; and
  5. Knoxdale Public School would continue as a dual track grade JK-6 EFI and MFI site.
