Osgoode Area Program and Boundary Review

Update March 1, 2018!  Board Decision in Regard to Osgoode Area Program and Boundary Review

Thank you for your interest in the consultative review process for the Osgoode Area Program and Boundary Review. The review is now complete with final decisions having been made by the Board.

At its meeting of February 27, 2018 Board approved the following motions associated with Report No. 18-021 Osgoode Area Program and Boundary Review – Staff Recommendation:

  1. THAT a new Early French Immersion program be introduced at Metcalfe Public School by phasing-in the attendance boundary of the program beginning with year 1 kindergarten in September 2018 and adding one grade per year thereafter, and that revised EFI attendance boundaries for area schools be approved according to Appendix E of Report No. 18-021  (with clarification of the timing of implementation added to the Legend of Appendix E); 
  2. THAT siblings of kindergarten to grade 7 Early French Immersion students currently attending Castor Valley Elementary School (2017-2018) and residing within the new Metcalfe Public School Early French Immersion program boundary area, born in 2017 or earlier, be permitted a one-time option to attend Castor Valley Elementary School for the Early French Immersion program;  
  3. THAT effective September 2018, revised Middle French Immersion attendance boundaries for Kars on the Rideau Public School and Metcalfe Public School be approved according to Appendix F of Report No. 18-021; and 
  4. THAT Middle French Immersion students currently attending Kars on the Rideau Public School (2017-2018) and impacted by revised attendance boundaries outlined in Appendix F of Report 18-021 be permitted a one-time option to remain at the school for Middle French Immersion program and that this provision be extended to the above students’ siblings for in 2017 or earlier.

Update January 25, 2018!  MEETING DATES

Please be advised that staff's recommendation report in regard to the Osgoode Area Program and Boundary Review will be presented at the Board's Committee of the Whole meeting on Tuesday, February 20th, 2018.  The meeting will include an opportunity for delegations from the public and Trustee debate regarding the recommendations.

A final decision by the Board regarding the recommendations is scheduled for Tuesday, February 27th, 2018.  Both of these meetings will be held in the Board room at the Ottawa-Carleton District School Board offices at 133 Greenbank Road and are scheduled to begin at 7:30 pm.

Agendas for Committee of the Whole meetings are typically posted on the Board’s website no later than the Friday prior to the meeting.

The Board welcomes input from community members.  If you would like to address the Board or Committee of the Whole at one of the two meetings you may request to do so as a delegation.  To appear as a delegation you must register before the start of the meeting.  If you register before the agenda is posted you will be allotted up to four minutes, if you register immediately prior to the meeting, you will be allotted two minutes.

  PUBLIC CONSULTATION MEETING

A Public Consultation Meeting was held on Wednesday, December 13, 2017 to discuss potential options to alleviate accommodation pressures at Castor Valley ES (2630 Grey’s Creek Road).  The presentation also included an option to re-align Middle French Immersion feeding patterns in the former Osgoode Township and a discussion regarding the impact of Low English Program with Core French enrolments at area schools.

Feedback is welcome throughout the process on all options and issues under consideration.  We would, however, appreciate receiving your comments by December 22, 2017.  All input will be shared with Trustees, in its original form.  All comments will be reviewed and help inform staff’s recommendation report to Board – this report will be presented to Committee of the Whole at one of its meetings in February 2018.  Committee of the Whole will receive delegations from the public and will include Trustee debate regarding staff’s recommendations. 

A final decision is scheduled to be made by Board at its meeting of Tuesday, February 27, 2018.

   NOTICE OF PUBLIC CONSULTATION MEETING

Over the past few months a locally-formed working group has been meeting to discuss potential solutions to address enrolment pressures at Castor Valley ES (2630 Grey’s Creek Road).  The group also examined a number of other areas related to elementary accommodation.

A Public Consultation Meeting will be held to seek feedback on proposed solutions.  Input received at the meeting will assist staff in developing their recommendations to the Board.  Some of the specific areas we will be seeking feedback on include:

  • proposed solutions to alleviate pressures at Castor Valley ES for September 2018; and
  • a revision to Middle French Immersion program attendance boundaries in order to better align feeding patterns for students residing in and around the village of Osgoode.

Update - November 7, 2017!  The locally formed working group comprised of staff and school council representatives from each school involved in the Osgoode Area Program and Boundary Review has commenced.  The working group will meet over the fall prior to a Public Consultation Meeting tentatively scheduled for 13 December 2017.

At its meeting of September 26, 2017 Board approved moving forward with a consultation process for a program and boundary review in the Osgoode area of the District.  This review will focus on accommodation pressures at Castor Valley Elementary School (ES).

 

Castor Valley ES is a Junior Kindergarten (JK) to grade 8 Early French Immersion (EFI) program school located centrally within the former township of Osgoode.  It is the designated EFI school for grade 1 to 6 students residing in the Greely and Metcalfe areas.  EFI students from across the larger Osgoode area are directed to the school for grades 7 and 8. 

The school has a 441 pupil place capacity and its current enrolment is 716 students, resulting in a utilization of 163% and a requirement for the use of 10 portables on site for instruction.  Based on recent intake levels, enrolment at the school is expected to increase to a projected 836 students by 2021 - a utilization rate of 190% and 395 students over the building’s capacity. 

The school will not be able to accommodate the number of students anticipated for the next school year.  This will necessitate a change in order to lower pupil enrolment for September 2018, and alleviate pressures over time.

As part of the review the Middle French Immersion (MFI) program feeding patterns will also be examined. Students residing in the Osgoode Public School (PS) boundary area are currently directed out of the Osgoode area to Kars on the Rideau PS, while all other Osgoode area students are directed to the MFI program at Metcalfe PS.  A rationalization of feeding patterns will be examined.

In addition, discussions will begin with the community regarding declining English program with Core French (English) enrolments within the Osgoode area.  These English program enrolments have been decreasing in step with the increases experienced in EFI.

The approved consultation process will commence in late September with the formation of a local working group comprised of staff and school council representatives from each school involved in the review.  The working group will meet in the fall prior to a Public Consultation Meeting tentatively scheduled for December 2017.

Staff recommendations are anticipated to be brought forward for approval to Committee of the Whole and Board in January 2018.

Partents/guardians are invited to attend the Public Consultation Meeting in December 2017 to provide your feedback on proposed option(s) that will be presented that evening.  Your input is important.  Please stay tuned as dates are confirmed.
