Woodroffe High School Family of Schools

The following is a summary of the final decisions made by the Board at its meeting of 1 March 2017. You can read the detailed list of changes on our website. These changes will come into effect September 2017, with exceptions as noted below (*):

  • Regina Street Public School will become an Alternative Program school (JK to Grade 6) and will assume the current Grant Alternative School boundary;
  • The D. Roy Kennedy Public School (JK to Grade 8) boundary for English with Core French will be expanded to include the current Regina Street Public School boundary;
  • Severn Avenue Public School English with Core French students (currently JK-6) will attend either D. Roy Kennedy Public School or Pinecrest Public School, depending on where they live;
  • Severn Avenue Public School will introduce a new Early French Immersion Program (JK to Grade 3 and growing one grade per year) and will receive students from the western part of the current Woodroffe Avenue Public School boundary;
  • Woodroffe Avenue Public School will begin offering a grade 7-8 Early French Immersion program in September 2018* with grade 7 and expanding to grade 8 the next year (drawing from the current J.H. Putman Public School boundary north of Highway 417);
  • Agincourt Road Public School will be expanded to become a JK to Grade 8 school* with Early French Immersion programming once construction is complete;
  • J.H. Putman Public School will close upon the opening of an addition to Agincourt Road Public School* (at which time Agincourt Road Public School and J.H. Putman Public School English with Core French students will be redirected to Pinecrest Public School and J.H. Putman Public School Early French Immersion students residing south of Highway 417 will be redirected to Agincourt Road Public School); and
  • the J.H. Putman Public School Autism Spectrum Disorder (ASD) class and Behaviour Intervention Program (BIP) class be relocated to Sir Robert Borden High School and D. Roy Kennedy Public School respectively, upon the completion of an addition to Agincourt Road Public School.

A Summary of What We Heard Through Consultation

 

  • Opposition to the closure of J.H. Putman PS based on its programming excellence and strong value to the school community;
  • If the school were to close, then concerns about the viability of moving grades 6, 7 and 8 J.H. Putman PS students to Agincourt Road PS. Challenges that were discussed were the lack of capacity and intermediate instructional spaces at Agincourt Road PS and comments about the loss of middle school experiences;
  • Concerns about the Woodroffe Avenue PS grades 7 and 8 students moving to Severn Avenue PS before moving to secondary school and not grandfathering students currently at Woodroffe Avenue PS;
  • Questions regarding whether Severn Avenue PS’s current ENG program students could remain together, either through a one-time option or through a phase-out of the program from the school building;
  • Opposition to the closure of Regina Street PS based on its community centered locality and its proximity to Mud Lake;
  • Concerns about the decrease in enrolment numbers at D. Roy Kennedy PS;
  • Questions about why Woodroffe High School is not proposed to change to a grade 7 -12 configuration; and
  • Questions as to whether Severn Avenue PS new JK-grade 6 configuration could be amended to JK-grade 8.

 

 

This feedback led us to consider other options which are detailed in the full report.

Woodroffe High School Family of Schools — Staff Final Recommendations

 

  • Regina Street Public School would be closed and its JK to grade 6 English Program with Core French be redirected to D. Roy Kennedy Public School effective September 2017.
  • The Regina Street Public School Autism Spectrum Disorder (ASD) program class would be relocated to Woodroffe Avenue Public School effective September 2017.

  • The Agincourt Road Public School JK to grade 5 English Program with Core French would be redirected to Pinecrest Public School effective upon the opening of an addition to Agincourt Road Public School.
  • The Severn Avenue Public School JK to grade 6 English Program with Core French north of Carling Avenue would be redirected to D. Roy Kennedy Public School and south of Carling Avenue to Pinecrest Public School, effective September 2017.
  • Severn Avenue Public School English Program with Core French students (2016-2017) residing north of Carling Avenue and redirected to D. Roy Kennedy Public School would be given a one- time option to choose to enrol at Pinecrest Public School for September 2017, and this option would be extended to siblings born in 2017 or earlier.
  • A JK to 6 Early French Immersion program would be introduced at Severn Avenue Public School beginning with Grades 1 to 3 in September 2017 and adding one grade per year thereafter, and its attendance area be comprised of that part of Woodroffe Avenue Public School’s EFI attendance area bounded by Highway 417 to the south, the Transitway to the east, and the current Lakeview Public School EFI boundary to the west.
  • Staff would monitor the new Severn Avenue Public School Early French Immersion program with the intention of adding grades 7 and 8 to the school in the future, subject to the establishment of viable enrolment numbers.
  • JK, SK, grade 1, and grade 2 students enroled at Woodroffe Avenue Public School (2016-2017) and residing in the new Early French Immersion program boundary area would be relocated to Severn Avenue Public School for September 2017.
  • Current Woodroffe Avenue Public School JK, SK, grade 1 and grade 2 students (2016-2017) residing in the new Early French Immersion program boundary area, with siblings also attending Woodroffe Avenue Public School in grades 3 to 6, would be given a one-time option to continue at the school, and the above option be extended to siblings born in 2017 or earlier.

This Family of Schools includes Woodroffe High School, Agincourt Road Public School, D. Roy Kennedy Public School, J.H. Putman Public School, Pinecrest Public School, Regina Street Public School, Severn Avenue Public School and Woodroffe Avenue Public School.

Projected 2017 utilization rates for schools in this area vary: one school is underutilized at 45% (Severn Avenue PS) and three others (D. Roy Kennedy PS, Pinecrest PS and Regina Street PS) are well below optimal use having rates in the lower 50% range. Two are projected to be minimally over capacity at 103% (Agincourt Road PS and J.H. Putman PS). There are issues with feeding patterns in this area as well as program offerings relative to school capacity.

The proposed plan provides a better balance of programs and opportunities within a geographic area and within available resources. The proposal sees a better match of the schools in the area to the program offerings and the projected number of students in those programs over time.

The proposed plan would minimize the number of transitions for students. Areas located north of Baseline road and south of Highway 417 are part of the Woodroffe HS attendance boundary. All EFI and ENG students residing in this area are directed to elementary schools which feed to Woodroffe HS. However, students who choose MFI are directed to Knoxdale PS for grades 4–6 and to Greenbank MS for grades 7–8. They must then leave and attend Woodroffe HS rather than Sir Robert Borden HS.

 

As part of this study, it is recommended that the MFI students from this area be directed to D. Roy Kennedy PS for grades 4-8. The high school catchment would remain Woodroffe HS.


 

Proposed Plan for Change

 

  1. J.H. Putman Public School would close and its students would attend Agincourt Road PS, Woodroffe Avenue PS or Pinecrest PS dependent on program choice and home location;
  2. Severn Avenue Public School would change from an English program school to a new grade JK-6 EFI centre and new EFI boundaries would be drawn for the area. Its English program students would be redirected to Pinecrest Public School or D. Roy Kennedy Public School based on home location;
  3. Regina Street Public School would close and its students would be redirected to D. Roy Kennedy PS;
  4. Woodroffe Avenue Public School would become a single track grade JK-8 EFI centre with redrawn EFI boundaries; and
  5. Agincourt Road Public School would become a single track grade JK-8 EFI centre with its English program students relocated to Pinecrest Public School.
